The first sequence of the Hearst Castle was rotoscoped from Steven Lisberger's film and animated in Cosmic Cartoon. Lisberger did much of the matte painting, figure rotoscoping and airbrush painting, and Eric Ladd did the Earth rotation animation.

In the tradition of The Twilight Zone, this bizarre, thought-provoking trilogy addresses the destiny of the world's minorities: Part I: A conservative African American politician must choose between his people's survival and appeasing his white colleagues when space aliens propose to share their profound knowledge in exchange for all black people on earth. Part II: The Virgin Mary's appearance in an inner-city housing project forces a Hispanic priest to face the hidden cultural origins of Western religion. Part III: On the dawn of the "Black Revolution," an African American couple discovers who the "real" enemy is.

Outlandish and captivating, Cosmic Generator is a roughly twenty-six-minute video shot partly in Mexicali, along the Mexico-US border. As in many of Rottenberg’s videos, scenes filmed on location are interspersed with those shot on sets of her own design. In the opening, the camera leads the viewer through tunnels ostensibly connecting the various funky workshops and restaurants shown later. The tunnel imagery immediately suggests the futility of the impending border wall with Mexico, which appears under construction in several above-ground shots in the work.
